Documents are intended to guide the joint implementation of policies, instruments and strategies in the actions of the Municipalities, Department and Nation to improve the social economic conditions of the sectors and population groups in a specific region or territory, and that allow the developing of the productivity and competitiveness of the territory, from the efficiency in implementing the technical and financial resources.
Among the fundamental purposes of CONPES are:
Define the policies, strategies and responsibilities to fulfill by the different entities.
Serve as actions management tool and not of planning of the same.
Consolidate the planning and integral management of development from the determination of priority actions to achieve the objectives proposed in the plan.
Define responsibilities and program the implementation to achieve goals.
Identify and target high-impact projects.
Establish timelines, responsibilities and resources to develop strategies.
Guide the management of external resources.

For the city of Buenaventura have been arranged among others, the following documents CONPES:
1. CONPES 3410 - Government policy to improve the living conditions of the population of Buenaventura.
2. CONPES 3422 - The strategic importance of the dual carriageway road corridor Buga-Buenaventura.
3. CONPES 3476 - The strategic importance of macro social housing projects in Cali and Buenaventura.
