Through this law, it is established the change of the territorial division of Buenaventura that will no longer be comprised of community, but by localities and each will have a minor mayor, which will be chosen by the mayor, from a list submitted by the Administering Local Board. Also introducing new powers to the council that in the future will not be municipal but a district and the Municipal Mayor then will be Mayor of the District. This draft law will be submitted for regular processing and will have four regular discussions, two in the House of Representatives and two in the Senate.
The representative to the House of Representatives on the Valle del Cauca Heriberto Sanabria Astudillo, filed in Congress the draft law 256," by which the Political, Administrative and Tax Regime, of the Special,Industrial, Port, Biologically Diverse, Ecotourism District of Buenaventura is adopted".
This is the second phase of the process for the port-city, which last year was upgraded to a Special District, through an initiative which was author and speaker Dr. Sanabria, becomes operational. Now we must assign responsibilities, provide tools and resources that enable Buenaventura fulfill the functions it should do as a special district. It is important to establish how the city should work now that it is at a higher level.

Define the policies, strategies and responsibilities to fulfill by the different entities.
Serve as actions management tool and not of planning of the same.
Consolidate the planning and integral management of development from the determination of priority actions to achieve the objectives proposed in the plan.
Define responsibilities and program the implementation to achieve goals.
Identify and target high-impact projects.
Establish timelines, responsibilities and resources to develop strategies.
Guide the management of external resources.
